Jur T. Strobos
Dr. Strobos is Of Counsel at
Olsson, Frank and Weeda, P.C. He
was born in New York, New York,
and received his B.A. cum laude,
in 1974 from John Hopkins
University, his M.D. from
University of Chicago in 1974,
and his JD from University of
Pennsylvania in 1987. Dr.
Strobos received licenses to
practice medicine in New York
(1979), West Virginia (1980),
Pennsylvania (1981), Maryland
(1983), Delaware (1989), and
District of Columbia (1989), and
was a Fellow to the American
College of Emergency Physicians,
1986-1996. He was admitted to
the Pennsylvania, District of
Columbia, and U.S. Patent Bars
in 1988 and the California Bar
in 1989. After medical school,
medical practice, law school,
and a federal court clerkship,
Dr. Strobos received an
appointment in the U.S. Food and
Drug Administration. He worked
closely with then FDA
Commissioner David A. Kessler on
regulatory policy issues
relating to drugs, devices,
foods, human tissues and
biological products as the
Director of the Policy Research
Staff/Office of Policy in the
Commissioner's Office. His
current practice concentrates on
food, dietary supplement,
medical device, medical product
manufacturing and drug law, with
a focus on regulatory
applications and development and
design of clinical studies,
health insurance reimbursement,
and product development
strategy.
Laura S. Tanner
Dr. Tanner is a board
certified dermatologist in
private practice in Wilmington,
NC. She did her undergraduate
work at Millikin University
where she graduated summa cum
laude with a bachelor of science
degree. Her master of science
degree was completed at the
University of Illinois at
Chicago. The focus of her thesis
was the molecular biology of
keratin protein. She then
attended Rush Medical College.
While in medical school Dr.
Tanner did research in the
immunology of graft versus host
disease. Both her internship and
residency were done at the
University of Arkansas for
Medical Sciences. Dr. Tanner
divides her private practice
time between doing patient care,
teaching medical students and
residents, and doing research
for major pharmaceutical
companies.
Richard R. Dolighan
Richard Dolighan has over
thirty years experience in the
pharmaceutical industry. A
native of Canada he began his
career as a sales representative
with Burroughs Wellcome and
progressed to sales management.
Holding senior management
positions since 1979, his career
has taken him to numerous
locations in Canada, the United
States and Puerto Rico. He has
held the positions of Director
of Sales and Marketing for
Bristol Myers-Canada, President
and General Manager Of Bristol
Myers- Puerto Rico & The
Caribbean, President and General
Manager of Squibb-Canada, Group
Vice President and General
Manager of ICN Pharmaceuticals
for North America and finally
President and General Manager of
the world-wide Radio-
pharmaceutical business for the
Dupont/Merck joint venture. He
has directed numerous product
introductions and provided key
strategic direction and focus
for sales and profit growth
throughout his career. Mr.
Dolighan is now retired and
resides in the countryside
outside of Toronto, Canada and
still avails himself for
selected consulting and advisory
roles to industry.
